This reporting policy is limited to reports made against clergy candidates, ordinands, curates, all licensed clergy (stipendiary, self-supporting & those holding a PTO), licensed lay ministers, LDF staff and LDF volunteers.

This policy does not include complaints made against parishioners, PCC members or members of the public.

How to raise a concern

The form below must be completed on every occasion where any person suspects that racial abuse may have taken place within the Diocese of London.

Once this form has been received, we aim to acknowledge receipt within 48 hours and will aim to respond to you within 7 working days. If you perceive that the person is at risk of serious harm or a hate crime has been committed, please contact the police by dialling 999.


Process for a concern raised against an Office Holder

1. Concern Raised

A concern is raised against an Office Holder to the Head of Racial Justice Priority.

2. Head of Racial Justice Priority to determine ‘is the concern racially motivated?’

If NO:

  • Assess whether mediation is possible or if the issue should be referred to another procedure (e.g., Safeguarding, Bullying & Harassment, Clergy Disciplinary).

If YES:

  • Complete the Digital Reporting Racial Incidents Form and log the complaint.
  • Inform the Archdeacon, who will notify the person the concern is raised against.
  • If a hate crime is suspected, the Head of Racial Justice Priority reports it to the Police.

3. Archdeacon will open a Diocesan Clergy Complaint Procedure

  • Both parties may choose someone for support and accompaniment.
  • The procedure is chaired by the Archdeacon and supported by the Head of Racial Justice.
  • If needed, an investigation may be conducted using a pool of trained Racial Justice Specialists.

4. Complaint Procedure Outcomes

Complaint Dismissed:

  • Send case closed letter and reporting racial incident feedback form to all parties.
  • Consider Healing Together Counselling & Mediation, if relevant.

Complaint Upheld:

  • Decide and confirm outcomes in a case letter and feedback form.
  • Offer Healing Together Counselling, Training, and Mediation, as relevant.

Process for a concern raised against an LDF Employee

1. Concern Raised

A concern is raised against an LDF Employee to the Head of Racial Justice Priority.

2. Head of Racial Justice Priority to determine ‘is the concern racially motivated?’

If NO:

  • Assess whether mediation is possible or if the issue should be referred to another procedure (e.g., Safeguarding, Bullying & Harassment).

If YES:

  • Inform the HR Partner and Line Manager, who will notify the person the concern is raised against.
  • If a hate crime has been committed, the Head of Racial Justice Priority reports it to the Police

3. HR Partner will open a LDF Employee Grievance Procedure

  • Both parties may choose someone for support and accompaniment.
  • The procedure is chaired by the Line Manager and supported by the Head of Racial Justice.
  • • If needed, an investigation may be conducted using a pool of trained Racial Justice Specialists.

4. Grievance Procedure Outcomes

Complaint Dismissed:
