In appointing to full-time or part-time positions in a parish that may require the appointee to handle money or bring the appointee into contact with vulnerable groups, such as the infirm, mentally ill and young people under the age of 18, an assessment must be made whether Disclosure from the Criminal Records Bureau should be sought. An assessment form is provided at Appendix X. Notice that Disclosure will be required must be included as part of any advertisement and recruitment literature. In addition, best practice should be adopted in recruiting and appointing people to posts, such as use of a detailed application form, a face-to-face interview with more than one person, appropriate checks and references.
Basic Disclosure should be sought from applicants for posts requiring the handling of money.
Standard Disclosure should be sought from people to be appointed to posts that involve regular contact with children and other vulnerable groups, providing information about spent and unspent convictions, cautions, reprimands and warnings.
Enhanced Disclosure should be sought from people to be appointed to posts that involve unsupervised contact with children and young people, and leadership roles. Enhanced Disclosure may contain 'non-conviction' information from local police records that is considered relevant.
There is no statutory requirement that volunteers should be subject to Disclosure, but consideration should be given to whether Disclosure should be sought from volunteers appointed to major responsibilities, who might be assumed to be responsible with children and young people.
